In a large pot, bring the whole wheat grains and water to a boil. Reduce heat, cover, and simmer for 30 minutes or until the grains are tender.

Drain the cooked wheat grains and return them to the pot.

Add milk, sugar, raisins, chopped nuts, ground cinnamon, and vanilla extract to the pot with the cooked wheat grains.

Stir well and bring the mixture to a boil. Reduce heat and simmer for 10-15 minutes, stirring occasionally, until the pudding thickens.

Remove from heat and let the pudding rest for 1 hour to cool and thicken further.

Serve the whole wheat pudding chilled or at room temperature. Sprinkle with additional cinnamon and chopped nuts, if desired.
