Preheat the oven to 400°F (200°C).

In a medium saucepan, bring the water and butter to a boil.

Add the flour and stir vigorously until the mixture forms a ball.

Add the eggs, one at a time, beating well after each addition.

Drop spoonfuls of the dough onto a baking sheet lined with parchment paper.

In a mixing bowl, whip the heavy cream, powdered sugar, and vanilla extract until stiff peaks form.

Cut the puffs in half horizontally and fill with whipped cream.
