Preheat the oven to 350°F (175°C). Grease a muffin tin or line with paper liners.

In a large bowl, combine the flour, baking powder, baking soda, cinnamon, nutmeg, and salt.

In a separate bowl, beat the eggs, brown sugar, vegetable oil, and vanilla extract until well combined.

Gradually add the wet ingredients to the dry ingredients, stirring until just combined.

Fold in the grated carrots, walnuts, and raisins.

Spoon the batter into the prepared muffin tin, filling each cup about 2/3 full.
