Preheat the oven to 350°F (175°C) and line a muffin tin with cupcake liners.

In a large bowl, whisk together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.

In a separate bowl, mix together the melted butter, milk, vanilla extract, and eggs.

Gradually add the wet ingredients to the dry ingredients, mixing until just combined.

Fold in the crushed Oreos.

Divide the batter evenly among the cupcake liners, filling each about 3/4 full.

Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.

Remove from the oven and let the cupcakes cool in the tin for 5 minutes.

Transfer the cupcakes to a wire rack and let them cool completely.

Once cooled, pipe or spread whipped cream on top of each cupcake.

Garnish with a whole Oreo cookie.
