  2. In a small saucepan, heat milk and butter until butter is melted. Remove from heat and let it cool slightly.
  3. Add the milk mixture and eggs to the dry ingredients. Mix until a soft dough forms.
  4. Knead the dough on a lightly floured surface for about 5 minutes, until smooth and elastic.
  5. Place the dough in a greased bowl, cover with a clean cloth, and let it rise in a warm place for 1 hour, or until doubled in size.
  6. Punch down the dough and roll it out into a rectangle.
  7. In a small bowl, mix together brown sugar and cinnamon. Sprinkle the mixture evenly over the dough.
  8. Sprinkle raisins and chopped nuts (if using) over the cinnamon-sugar mixture.
  9. Starting from the long side, tightly roll up the dough. Cut into 12 equal pieces.
  10. Place the rolls in a greased baking dish, cover, and let them rise for 15 minutes.
  11. Preheat the oven to 375°F (190°C).
  12. Bake the rolls for 20-25 minutes, until golden brown.
  13. In a small bowl, whisk together powdered sugar, vanilla extract, and water to make the glaze.
