Preheat the oven to 375°F (190°C). Cut the tops off the bell peppers and remove the seeds and membranes.

In a saucepan, cook the quinoa according to the package instructions.

In a large skillet, heat the olive oil over medium heat. Add the onion and garlic and cook until softened.

Add the cooked quinoa, black beans, corn, tomatoes, cumin, chili powder, salt, and pepper to the skillet. Cook for 5 minutes, stirring occasionally.

Stuff the bell peppers with the quinoa mixture and place them in a baking dish.

Bake for 30-35 minutes, until the peppers are tender.

Sprinkle the cheddar cheese on top of the peppers and bake for an additional 5 minutes, until the cheese is melted.
