  4. Gradually add the dry ingredients to the butter mixture, alternating with the milk. Mix until just combined.
  5. Fill each cupcake liner halfway with the batter. Spoon a dollop of chocolate ganache and marshmallow fluff onto each cupcake. Top with more batter to cover the fillings.
  6. Bake for 20-25 minutes, or until a toothpick inserted into the center comes out clean. Allow the cupcakes to cool completely.
  7. In a small bowl, whisk together the powdered sugar and whipped cream until thick and creamy.
