Preheat the oven to 350°F (175°C) and grease a loaf pan.

In a large bowl, whisk together the flour, baking powder, baking soda, salt, cinnamon, nutmeg, and cloves.

In a separate bowl, mix together the pumpkin puree, vegetable oil, granulated sugar, brown sugar, eggs, and vanilla extract.

Gradually add the dry ingredients to the wet ingredients, mixing until just combined.

Fold in the chopped pecans.

In a small bowl, combine the streusel ingredients: flour, brown sugar, cinnamon, and butter. Mix until crumbly.

Pour the batter into the prepared loaf pan and sprinkle the streusel mixture on top.

Bake for 55-60 minutes, or until a toothpick inserted into the center comes out clean.
