In a separate bowl, combine the all-purpose flour, baking powder, and salt. Gradually add the dry ingredients to the wet mixture and mix until well combined.

Add the green food coloring and mix until the dough is evenly colored.

Shape the dough into a disk, wrap it in plastic wrap, and refrigerate for at least 30 minutes.

Preheat the oven to 350°F (175°C) and line a baking sheet with parchment paper.

Roll out the chilled dough on a lightly floured surface to about 1/4-inch thickness.

Use a round cookie cutter to cut out circles from the dough. Place half of the circles onto the prepared baking sheet.

In a small bowl, whisk together the powdered sugar, milk, and mint extract until smooth.

Spoon a small amount of the mint filling onto the center of each cookie on the baking sheet.

Place another cookie circle on top of the filling and gently press down to create a sandwich.
