Cook the cavatappi pasta according to package instructions. Drain and set aside.

Preheat the oven to 350°F (175°C).

In a large skillet, heat olive oil over medium heat. Add chopped red onion, minced garlic, diced red bell pepper, and sliced jalapeno pepper. Sauté until the vegetables are tender.

Add black beans, corn kernels, ground cumin, chili powder, salt, and black pepper to the skillet. Stir well to combine.

Pour in the tomato sauce and simmer for 5 minutes.

In a baking dish, combine the cooked cavatappi pasta and the vegetable mixture. Mix well.

Top with shredded cheddar cheese and bake in the preheated oven for 15 minutes, or until the cheese is melted and bubbly.

Remove from the oven and let it rest for 5 minutes.

Serve hot, garnished with a dollop of sour cream and fresh cilantro.
