Preheat the oven to 350°F (175°C).

In a medium bowl, whisk together the flour, baking powder, and salt.

In a separate large bowl, cream together the softened butter and granulated sugar until light and fluffy.

Beat in the egg and vanilla extract.

Gradually add the dry ingredients to the wet ingredients, mixing until just combined.

In a small bowl, combine the ground cinnamon and 2 tablespoons of granulated sugar.

Roll the dough into 1-inch balls, then roll each ball in the cinnamon-sugar mixture.

Place the dough balls into a greased muffin tin, pressing them down slightly to form cups.

Bake for 10 minutes, then remove from the oven and press a caramel kiss into the center of each cup.

Return to the oven and bake for an additional 2 minutes, or until the edges are golden brown.

Allow the snickerdoodle cups to cool in the muffin tin for 10 minutes, then transfer to a wire rack to cool completely.
