  1. Preheat the oven to 350°F (175°C) and line a cupcake pan with cupcake liners.
  2. In a medium bowl, combine the graham cracker crumbs, flour, cocoa powder, baking powder, and salt.
  3. In a separate large bowl, cream together the butter and sugar until light and fluffy. Add the egg and vanilla extract, and mix well.
  4. Gradually add the dry ingredients to the wet ingredients, alternating with the milk, beginning and ending with the dry ingredients.
  5. Divide the batter evenly among the cupcake liners, filling each about 2/3 full.
  6. Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
  7. Remove the cupcakes from the oven and let them cool in the pan for 5 minutes. Then transfer them to a wire rack to cool completely.
  8. Once the cupcakes are cooled, top each one with mini marshmallows.
  9. Place the cupcakes under the broiler for a few seconds until the marshmallows are toasted.
  10. In a microwave-safe bowl, melt the milk chocolate bar and heavy cream together in 30-second intervals, stirring until smooth.
  11. Drizzle the melted chocolate over the toasted marshmallows on each cupcake.
  12. Allow the chocolate to set before serving.
