  4. Once the potatoes are cooked, drain them and return them to the pot.
  5. Add the sautéed onion, garlic, milk, salt, and black pepper to the pot.
  6. Use a potato masher or immersion blender to mash the potatoes until smooth.
  7. Bring the soup to a simmer and let it cook for another 5 minutes.
  8. Serve the soup hot, garnished with chives and a dollop of sour cream.
