Preheat the oven to 350°F (175°C). Grease a 9x9-inch baking pan.

In a large bowl, combine the flour, sugar, cocoa powder, baking powder, and salt.

Cut in the butter until the mixture resembles coarse crumbs.

In a separate bowl, beat the egg and vanilla extract. Add to the flour mixture and mix until well combined.

Press half of the mixture into the prepared baking pan.

In a small saucepan, melt the chocolate chips and sweetened condensed milk over low heat, stirring until smooth.

Pour the chocolate mixture over the crust in the baking pan.

Crumble the remaining flour mixture over the top.

Bake for 25 minutes or until the edges are set and the center is slightly gooey.

Allow to cool in the pan for 30 minutes before cutting into bars.
