Preheat the oven to 350°F (175°C). Grease and flour a 9-inch round cake pan.

In a medium bowl, combine the flour, sugar, baking powder, and salt. Cut in the butter until the mixture resembles coarse crumbs.

In a separate bowl, beat together the eggs, vanilla extract, and milk. Gradually add the egg mixture to the flour mixture, stirring until just blended.

Pour the batter into the prepared cake pan and smooth the top. Bake for 25-30 minutes, or until a toothpick inserted into the center comes out clean.

Remove the cake from the oven and let it cool in the pan for 10 minutes. Then transfer it to a wire rack to cool completely.

Once the cake has cooled, spread whipped cream over the top. Decorate with fresh strawberries, if desired.
