  2. In a large mixing bowl, whisk together the flour, sugar, baking powder, and salt.
  3. Cut the cold butter into small cubes and add it to the flour mixture. Use your fingers or a pastry cutter to rub the butter into the flour until the mixture resembles breadcrumbs.
  4. In a separate bowl, combine the milk and vanilla extract. Slowly pour the milk mixture into the flour mixture, stirring until a dough forms.
