In a large bowl, mix together the flour, sugar, and salt. Cut in the butter until the mixture resembles coarse crumbs. Add cold water, 1 tablespoon at a time, until the dough comes together. Shape the dough into a disk, wrap in plastic wrap, and refrigerate for 30 minutes.

Preheat the oven to 375°F (190°C). On a lightly floured surface, roll out the dough into a circle large enough to fit a 9-inch tart pan. Press the dough into the pan and trim any excess.
