Preheat the oven to 350°F (175°C) and line a muffin tin with cupcake liners.

In a medium bowl, whisk together the flour, baking powder, and salt.

In a large bowl, cream together the butter and granulated sugar until light and fluffy.

Beat in the egg and vanilla extract.

Gradually add the dry ingredients to the wet ingredients, alternating with the root beer and milk, beginning and ending with the dry ingredients.

Divide the batter evenly among the cupcake liners.

Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.

Remove from the oven and let cool completely.

In a mixing bowl, whip the heavy cream until soft peaks form.

Gradually add the powdered sugar and root beer extract, and continue to whip until stiff peaks form.
