In a mixing bowl, combine the all-purpose flour and water to make a dough. Knead until smooth and elastic.

In a separate bowl, mix the ground pork, chopped green onions, minced ginger, minced garlic, soy sauce, sesame oil, salt, and pepper.

Roll out the dough into a thin sheet and cut into small circles.

Place a spoonful of the pork mixture onto each dough circle. Fold the dough over the filling and seal the edges.

Arrange the dumplings in a steamer and steam for 15 minutes.
