Preheat the oven to 375°F (190°C).

In a mixing bowl, combine the sliced rhubarb, sugar, lemon juice, and cornstarch. Mix well and set aside.

In a separate bowl, whisk together the flour, sugar, baking powder, and salt. Cut in the butter until the mixture resembles coarse crumbs.

Stir in the milk and vanilla extract until just combined.

Spread the rhubarb mixture evenly in a baking dish.

Drop spoonfuls of the batter over the rhubarb mixture.

In a small saucepan, heat the water until boiling. Pour the boiling water over the cobbler.

Bake for 40 minutes or until the topping is golden brown and the rhubarb is tender.
