Beat in the eggs and vanilla extract.

In a separate bowl, whisk together the all-purpose flour, baking powder, and salt.

Gradually add the dry ingredients to the wet ingredients, mixing until just combined.

Stir in the rolled oats and chocolate chips.

Spread half of the batter into the prepared baking pan.

Drizzle the sweetened condensed milk over the batter.

Drop spoonfuls of the remaining batter on top of the condensed milk.
