Preheat the oven to 350°F (175°C). Grease a 9-inch round cake pan.

In a large mixing bowl, combine the flour, sugar, baking powder, and salt. Cut in the butter until the mixture resembles coarse crumbs.

In a separate bowl, whisk together the egg, milk, and vanilla extract. Add the wet ingredients to the dry ingredients and stir until just combined.

Spread half of the batter into the prepared cake pan. Top with the cream cheese, powdered sugar, and raspberries. Spoon the remaining batter over the top.

Bake for 40 minutes or until a toothpick inserted into the center comes out clean. Allow the cake to cool in the pan for 10 minutes, then transfer to a wire rack to cool completely.
