  2. In a large mixing bowl, combine the all-purpose flour, granulated sugar, baking powder, and salt.
  3. Cut in the butter using a pastry cutter or your fingertips until the mixture resembles coarse crumbs.
  4. Stir in the milk and vanilla extract until a soft dough forms.
  5. On a lightly floured surface, knead the dough a few times until smooth.
  6. Roll out the dough into a rectangle, about 1/4 inch thick.
  7. In a small bowl, mix together the ground cinnamon and brown sugar.
  8. Spread the melted butter over the dough, then sprinkle the cinnamon-sugar mixture evenly on top.
  9. Starting from one long side, tightly roll up the dough into a log.
  10. Cut the log into 12 equal-sized rolls.
