In a separate bowl, whisk together the all-purpose flour, baking powder, cocoa powder, and salt.

Gradually add the dry ingredients to the butter mixture, alternating with the milk. Mix until just combined.

If desired, add food coloring to achieve a puppy-themed color for the cupcakes.

Spoon the batter into the cupcake liners, filling each about 2/3 full.
