Preheat the oven to 350°F (175°C). Line a baking sheet with parchment paper.

In a large bowl, cream together the butter, granulated sugar, and brown sugar until light and fluffy. Add the egg, pumpkin puree, and vanilla extract, and mix well.

In a separate bowl, whisk together the all-purpose flour, baking powder, baking soda, salt, cinnamon, nutmeg, cloves, and ginger.

Gradually add the dry ingredients to the wet ingredients and mix until just combined. Stir in the rolled oats, raisins, and chopped walnuts.

Drop rounded tablespoons of dough onto the prepared baking sheet, spacing them about 2 inches apart. Flatten each cookie slightly with the back of a spoon.

Bake for 10-12 minutes, or until the edges are golden brown. Allow the cookies to cool on the baking sheet for 5 minutes, then transfer them to a wire rack to cool completely.
