Preheat the oven to 350°F (175°C). Line a muffin tin with cupcake liners.

In a medium bowl, whisk together the flour, baking powder, baking soda, salt, and pumpkin pie spice.

In a large bowl, cream together the butter, granulated sugar, and brown sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract and pumpkin puree.

Gradually mix in the dry ingredients until just blended. Spoon the batter into the prepared cupcake liners, filling each about 2/3 full.

Bake in the preheated oven for 20-25 minutes, or until a toothpick inserted into the center comes out clean. Remove from the oven and let cool in the pan for 10 minutes, then transfer to a wire rack to cool completely.

In a medium bowl, beat together the cream cheese, powdered sugar, orange zest, and orange juice until smooth and creamy.
