Preheat the oven to 350°F (175°C). Line a muffin tin with cupcake liners.

In a medium bowl, whisk together the flour, baking powder, baking soda, salt, cinnamon, ginger, and nutmeg.

In a large bowl, mix the melted butter, granulated sugar, and brown sugar until well combined. Add the pumpkin puree, eggs, and vanilla extract, and mix until smooth.

Gradually add the dry ingredients to the wet ingredients, alternating with the milk, beginning and ending with the dry ingredients. Mix until just combined.

Divide the batter evenly among the cupcake liners, filling each about 2/3 full.

Bake for 20-25 minutes, or until a toothpick inserted into the center of a cupcake comes out clean.

Remove the cupcakes from the oven and let them cool in the pan for 5 minutes. Then transfer them to a wire rack to cool completely.

In a small bowl, whisk together the maple syrup and powdered sugar until smooth. Drizzle the maple frosting over the cooled cupcakes.

Sprinkle the toffee bits on top of the frosting.

Allow the frosting to set for 10 minutes before serving.
