Preheat the oven to 350°F (175°C). Grease and flour a 9x13-inch baking dish.

In a large bowl, mix together the pumpkin puree, sugar, oil, and eggs until well blended. In a separate bowl, whisk together the flour, baking powder, cinnamon, nutmeg, and salt. Gradually add the dry ingredients to the pumpkin mixture and mix until just combined.

Pour the batter into the prepared baking dish and spread evenly. Bake for 25-30 minutes, or until a toothpick inserted into the center comes out clean. Allow the bars to cool completely.

In a small bowl, beat together the cream cheese, butter, powdered sugar, and vanilla extract until smooth and creamy. Spread the cream cheese frosting over the cooled bars. Refrigerate for at least 1 hour before serving.
