Preheat the oven to 220°C (425°F).

Roll out the puff pastry and cut into 12 circles to fit into a muffin tin.

Press the pastry circles into the muffin tin, forming small cups.

In a saucepan, heat the milk until steaming.

In a bowl, whisk together the eggs, sugar, cornstarch, vanilla extract, cinnamon powder, and lemon zest.

Slowly pour the hot milk into the egg mixture, whisking continuously.

Pour the custard mixture into the pastry cups.

Bake in the preheated oven for 15-20 minutes or until the custard is set and the pastry is golden brown.

Allow the tarts to cool in the muffin tin for 10 minutes, then transfer to a wire rack to cool completely.
