Preheat the oven to 350°F (175°C). Cook the macaroni according to the package instructions, then drain and set aside.

In a large pot, melt the butter over medium heat. Stir in the flour and cook for 1 minute. Gradually whisk in the milk and heavy cream. Continue cooking and whisking until the sauce thickens.

Remove the pot from the heat and stir in the cheddar and Monterey Jack cheese until melted and smooth. Season with salt, dry mustard, paprika, and cayenne pepper.

Add the cooked macaroni to the cheese sauce and stir until well coated. Transfer the mixture to a greased baking dish.

In a small bowl, combine the breadcrumbs, Parmesan cheese, and chopped parsley. Sprinkle the breadcrumb mixture over the macaroni.

Bake for 20-25 minutes, or until the top is golden and the macaroni is bubbly.
