Heat the milk and butter in a small saucepan until the butter is melted. Let it cool slightly.

Add the milk mixture to the dry ingredients and mix until a dough forms.

Knead the dough on a floured surface for about 5 minutes, until smooth and elastic.

Place the dough in a greased bowl, cover with a clean kitchen towel, and let it rise in a warm place for about 1 hour, or until doubled in size.

Preheat the oven to 375°F (190°C) and line a baking sheet with parchment paper.

Punch down the dough and transfer it to the prepared baking sheet.

Flatten the dough into a rectangle and sprinkle the shredded cheddar cheese, diced bell peppers, and ground black pepper evenly over the surface.

Roll up the dough tightly, starting from one of the long sides, and pinch the seams to seal.

Place the bread seam-side down on the baking sheet and let it rest for 10 minutes.
