  1. Preheat the oven to 350°F (175°C) and line a muffin tin with cupcake liners.
  2. In a medium bowl, whisk together the flour, baking powder, and salt.
  3. In a separate large bowl, cream together the butter, granulated sugar, and peanut butter until light and fluffy.
  4. Beat in the eggs, one at a time, followed by the vanilla extract.
  5. Gradually add the dry ingredients to the wet ingredients, alternating with the milk, beginning and ending with the dry ingredients. Mix until just combined.
  6. Divide the batter evenly among the cupcake liners, filling each about 2/3 full.
  7. Bake for 18-20 minutes, or until a toothpick inserted into the center of a cupcake comes out clean.
  8. Remove from the oven and allow the cupcakes to cool completely.
  9. In a small bowl, whisk together the powdered sugar, peanut butter, and heavy cream until smooth and creamy.
  10. Once the cupcakes are cool, frost them with the peanut butter frosting.
