Preheat the oven to 350°F (175°C). Grease and flour a 9-inch (23cm) round cake pan.

In a large mixing bowl, combine the flour, sugar, baking powder, and salt. Cut in the cold butter using a pastry cutter or your fingers until the mixture resembles coarse crumbs.

In a separate bowl, whisk together the egg, milk, and peanut butter. Add the wet ingredients to the dry ingredients and stir until just combined.

Pour half of the batter into the prepared cake pan. Spread the strawberry jelly or jam evenly over the batter. Top with the remaining batter.
