  1. Preheat the oven to 350°F (175°C). Grease a mini muffin tin.
  2. In a mixing bowl, whisk together the flour, baking powder, and salt.
  3. In a separate bowl, cream together the butter and granulated sugar until light and fluffy.
  4. Beat in the eggs, one at a time, followed by the orange zest.
  5. Gradually add the dry ingredients to the wet ingredients, alternating with the orange juice and milk.
  6. Spoon the batter into the prepared muffin tin, filling each cavity about 3/4 full.
  7. Bake for 15-20 minutes, or until a toothpick inserted into the center of a muffin comes out clean.
  8. Allow the muffins to cool in the tin for 5 minutes, then transfer to a wire rack to cool completely.
  9. Once cooled, dust the muffins with powdered sugar before serving.
