In a large mixing bowl, combine the flour, sugar, baking powder, and salt.

Cut in the butter until the mixture resembles coarse crumbs.

In a separate bowl, whisk together the eggs, orange zest, orange juice, maple syrup, ginger, and milk.

Add the wet ingredients to the dry ingredients and stir until just combined.

Pour the batter into the prepared cake pan.

In a small bowl, combine the crumb topping ingredients until crumbly.

Sprinkle the crumb topping evenly over the batter.
