In a large bowl, combine the flour, oats, baking powder, cinnamon, nutmeg, and salt.

In another bowl, whisk together the pumpkin puree, brown sugar, vegetable oil, eggs, vanilla extract, and milk.

Gradually add the wet ingredients to the dry ingredients, stirring until just combined.

Fold in the walnuts and raisins.

Spoon the batter into the prepared muffin tin, filling each cup about 2/3 full.

Bake for 20-25 minutes or until a toothpick inserted into the center comes out clean.
