In a large bowl, combine oats, flour, brown sugar, baking powder, and salt. Cut in butter until mixture resembles coarse crumbs.

Press two-thirds of the mixture into the bottom of the prepared baking dish. Spread jam evenly over the crust. Sprinkle the remaining oat mixture over the jam.
