Preheat the oven to 350°F (175°C). Grease a 9x13-inch baking dish.

In a large bowl, combine oats, flour, brown sugar, baking soda, and salt. Cut in the butter until mixture is crumbly. Reserve 1 1/2 cups of the mixture for the topping.

Press the remaining oat mixture into the bottom of the prepared baking dish.

In a saucepan over low heat, melt the sweetened condensed milk and chocolate chips, stirring until smooth. Remove from heat and stir in vanilla extract.

Pour the chocolate mixture over the oat mixture in the baking dish. Sprinkle the reserved oat mixture evenly over the top.

Bake for 25 minutes or until golden brown. Remove from the oven and let cool completely before cutting into bars.
