In a medium saucepan, bring water to a boil.

Add the rice and salt to the boiling water and stir once.

Reduce heat, cover, and let simmer for 20 minutes.

Stir in the sugar, milk, butter, and cinnamon.

Cover and continue cooking for another 15 minutes.

Remove from heat and let rest for 10 minutes.
