  1. In a small saucepan, heat the milk and butter over low heat until the butter melts. Remove from heat and let it cool.
  2. In a large mixing bowl, combine the flour, sugar, yeast, and salt. Mix well.
  3. Add the milk mixture, egg, and vanilla extract to the dry ingredients. Mix until a soft dough forms.
  4. Knead the dough on a lightly floured surface for about 5 minutes, or until smooth and elastic.
  5. Place the dough in a greased bowl, cover with a clean kitchen towel, and let it rise in a warm place for about 1 hour, or until doubled in size.
  6. Punch down the dough and knead in the raisins.
  7. Divide the dough into 12 equal pieces and shape each piece into a ball.
  8. Place the buns on a greased baking sheet, cover with a clean kitchen towel, and let them rise for another 30 minutes.
  9. Preheat the oven to 375°F (190°C).
  10. Bake the buns for 20-25 minutes, or until golden brown.
  11. In a small bowl, mix the powdered sugar and water to make a glaze.
  12. Remove the buns from the oven and brush them with the glaze while still warm.
  13. Let the buns cool slightly before serving.
