  3. Gradually add the milk, vegetable oil, and vanilla extract to the egg mixture, mixing well after each addition.
  4. Slowly fold in the sifted flour mixture until just combined.
  5. If desired, add red food coloring and mix until evenly distributed.
  6. In a separate heatproof bowl, combine the white sugar and water. Place the bowl over a pot of simmering water and stir until the sugar has dissolved and the mixture turns into a caramel syrup.
  7. Pour the caramel syrup into the bottom of a greased steaming dish.
