Preheat the oven to 350°F (175°C) and line a muffin tin with cupcake liners.

In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a large bowl, cream together the butter and sugar until light and fluffy. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.

In a small bowl, dissolve the instant coffee granules in the milk. Gradually add the dry ingredients to the butter mixture, alternating with the coffee mixture, beginning and ending with the dry ingredients. Fold in the chocolate chips.

Divide the batter evenly among the cupcake liners. Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean. Allow the cupcakes to cool completely.

Once cooled, frost the cupcakes with whipped cream. Sprinkle crushed chocolate sandwich cookies on top and drizzle with chocolate syrup.
