  1. In a food processor, combine the all-purpose flour, cold cubed butter, powdered sugar, ground hazelnuts, and cocoa powder. Pulse until the mixture resembles coarse crumbs.
  2. Add the egg yolk, vanilla extract, and milk. Pulse again until the dough comes together.
  3. Shape the dough into a disc, wrap it in plastic wrap, and refrigerate for 30 minutes.
  4. Preheat the oven to 350°F (175°C).
  5. Roll out the chilled dough on a lightly floured surface and cut out circles to fit mini tart pans. Press the dough into the pans and prick the bottoms with a fork.
  6. Bake the tart shells for 12-15 minutes or until lightly golden. Allow them to cool completely.
  7. In a heatproof bowl, melt the chopped dark chocolate with the heavy cream over a double boiler or in the microwave. Stir until smooth.
  8. Fill each tart shell with the chocolate ganache and sprinkle chopped hazelnuts on top.
  9. Refrigerate for at least 1 hour before serving. Enjoy!
