  1. Preheat the oven to 350°F (175°C). Grease and line a square baking pan with parchment paper.
  2. In a medium bowl, combine oats, flour, cocoa powder, baking powder, and salt. Set aside.
  3. In a large saucepan, melt the butter over low heat. Remove from heat and stir in the brown sugar and granulated sugar until well combined.
  4. Add the eggs one at a time, stirring well after each addition. Stir in the vanilla extract.
  5. Gradually add the dry ingredients to the wet ingredients, mixing until just combined. Fold in the chocolate chips.
  6. Pour the batter into the prepared baking pan and spread it evenly.
  7. Bake for 25 minutes or until a toothpick inserted into the center comes out with a few moist crumbs.
  8. Remove from the oven and let it cool in the pan for 10 minutes. Then transfer to a wire rack to cool completely.
  9. Cut into squares and serve.
