  1. In a bowl, whisk together the flour, baking powder, and salt.
  2. In a separate bowl, cream the butter and granulated sugar until light and fluffy.
  3. Add the egg and vanilla extract to the butter mixture and mix well.
  4. Gradually add the dry ingredients to the butter mixture, alternating with the milk.
  5. Divide the dough in half and shape each half into a disk. Wrap in plastic wrap and refrigerate for 1 hour.
  6. Preheat the oven to 350°F (175°C) and line a baking sheet with parchment paper.
  7. Roll out the dough on a lightly floured surface to about 1/8-inch thickness.
  8. Cut out cookies using a round cookie cutter.
  9. Place the cookies on the prepared baking sheet and bake for 10-12 minutes, or until lightly golden.
  10. Remove from the oven and let cool completely.
  11. In a separate bowl, whip the heavy cream and powdered sugar until stiff peaks form.
  12. Spread the cream filling on the bottom side of one cookie and sandwich it with another cookie.
  13. Repeat with the remaining cookies.
  14. Let the cookies rest for 20 minutes before serving.
