Preheat the oven to 350°F (175°C) and grease a loaf pan.

In a medium bowl, whisk together the flour, baking powder, baking soda, salt, cinnamon, and nutmeg.

In a separate large bowl, cream together the butter, granulated sugar, and brown sugar until light and fluffy.

Beat in the eggs one at a time, then stir in the vanilla extract.

Mix in the pumpkin puree and milk until well combined.

Gradually add the dry ingredients to the wet ingredients, mixing until just combined.

Divide the batter in half. In one half, mix in the cocoa powder.

Pour half of the pumpkin batter into the prepared loaf pan, followed by half of the chocolate batter. Repeat with the remaining batters, creating a marbled effect.

Sprinkle the chocolate chips on top.

Bake for 55-60 minutes, or until a toothpick inserted into the center comes out clean.
