In a separate bowl, whisk together milk, melted butter, egg, and vanilla extract.

Gradually add the wet ingredients to the dry ingredients, stirring until just combined.

Heat oil in a deep fryer or large pot to 375°F (190°C).

Drop spoonfuls of the doughnut batter into the hot oil and fry until golden brown, about 2-3 minutes per side.

Remove the doughnuts from the oil and let them cool on a wire rack.

In a mixing bowl, beat the egg whites and cream of tartar until soft peaks form.

Gradually add the powdered sugar and continue beating until stiff peaks form.
