Preheat the oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.

In a medium bowl, whisk together the cake flour, baking powder, and salt.

In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the lemon zest and lemon juice.

Add the dry ingredients to the butter mixture alternately with the milk, beginning and ending with the dry ingredients. Stir in the vanilla extract.

Divide the batter evenly between the prepared pans. Bake for 25-30 minutes, or until a toothpick inserted into the center comes out clean. Allow the cakes to cool in the pans for 10 minutes, then remove from the pans and transfer to wire racks to cool completely.

In a clean bowl, beat the egg whites with the cream of tartar until soft peaks form. Gradually add the granulated sugar and continue beating until stiff peaks form.

Spread a layer of meringue on top of one cake layer. Place the second cake layer on top and cover the entire cake with the remaining meringue.

Bake the cake at 325°F (165°C) for 10-15 minutes, or until the meringue is golden brown. Remove from the oven and let cool.
