  2. In a medium bowl, whisk together the flour, baking powder, and salt.
  3. In a separate large bowl, cream together the butter and sugar until light and fluffy.
  4. Beat in the eggs, one at a time, followed by the lemon zest and lemon juice.
  5. Gradually add the dry ingredients to the wet ingredients, alternating with the milk, beginning and ending with the dry ingredients.
  6. Divide the batter evenly among the cupcake liners and bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
  7. Remove the cupcakes from the oven and let them cool in the pan for 5 minutes. Then transfer them to a wire rack to cool completely.
  8. For the lemon mousse frosting, whip the heavy cream until soft peaks form. Gradually add the powdered sugar, lemon zest, and lemon juice, and continue to whip until stiff peaks form.
  9. Once the cupcakes are completely cooled, pipe or spread the lemon mousse frosting onto the cupcakes.
