Preheat the oven to 350°F (175°C).

In a mixing bowl, cream together butter, sugar, and 2 cups flour until well blended.

Press mixture into the bottom of an ungreased 9x13 inch pan.

In another mixing bowl, whisk together the remaining flour, eggs, lemon juice, lemon zest, and powdered sugar until well blended.

Pour this mixture over the baked crust.

Bake for an additional 20 minutes, or until the lemon mixture has set.

Allow to cool completely, then dust with powdered sugar.
